It is good to see a local government in Spain using new technology to look towards the future and going green. Although still slightly more expensive that your conventional light bulbs the price of LED lights is falling all the time and the initial outlay for the bulbs will soon pay for itself in reduced electricity bills. It is now possible to get LED lights that no longer need transformers, making it easier to upgrade from your old lighting system.
